In light of recent national developments, we want to reassure our community that our district policies strictly prohibit immigration enforcement on school campuses without a valid judicial warrant. We are also committed to protecting the confidentiality of student and family information in accordance with the law.
All school staff have been reminded of the proper procedures to follow should immigration or law enforcement officials come to a school site. Additionally, schools have access to resources such as “Know Your Rights” materials and legal support contacts to help guide and protect families. Each school will also receive “Red Cards” in English and Spanish, provided by the Immigrant Legal Resource Center, which outline Constitutional rights in an easy-to-understand format. We are thrilled to announce that the Sweetwater District’s Career Technical Education (CTE) Sports Medicine Program has been honored with the prestigious Golden Bell Award! This recognition highlights the program’s outstanding contributions to education and its commitment to preparing students for successful careers in healthcare.
The CTE Program which has become a model of excellence in education launched in the 2007–08 school year with the hiring of its first CTE Sports Medicine teacher at Olympian High School, the program began its journey by establishing the CTE Patient Care Pathway.
“Winning the Golden Bell Award is a tremendous honor for our CTE Sports Medicine Program and a testament to the hard work and dedication of our educators and students,” said Sweetwater District Superintendent Dr. Moises Aguirre. “This achievement not only reflects our commitment to providing high-quality, hands-on education but also underscores the importance of preparing our students for successful careers in healthcare. I am incredibly proud of our entire team for their passion and perseverance in making this program a standout in our district.”
Since its inception, the program has experienced significant growth and now boasts a dedicated team of 15 teachers across all SUHSD high schools. This expansion reflects the program’s commitment to providing students with a comprehensive and rigorous curriculum, combined with hands-on experiences that equip them with the essential skills and knowledge needed for success in healthcare careers.

Legal Services Division 1130 Fifth Avenue, Chula Vista, CA 91911 Public Notice
Provisions of the California Government Code requires that public school employers and exclusive representatives present their initial proposals which relate to matters within the scope of representation at a public meeting of this public school employer prior to commencing negotiations. The District commenced successor bargaining on December 3, 2024, with the California School Employees Association and its Operations Chapter 258, OTBS Chapter 471, and Paraprofessionals 731 related to wages, hours, and working conditions, as called for under the successor agreement.
California Government Code Section 3547(d) requires that when a previously unnoticed article is presented, public notice must be given within twenty-four (24) hours of the article’s introduction.
Pursuant to said Code provision, the District hereby provides notice that the association intends to discuss at their December 3, 2024 bargaining meeting, the following Appendix that was previously not sunshined or noticed in the successor agreement language: Appendix D (Classified Attendance Leave Form) to make changes and align article language to match that of other bargaining units in the District.
The meeting will be held at the Sweetwater School District, 1130 Fifth Avenue, Chula Vista, CA 91911 from 9:00 am to 4:00 p.m.
My time with the SUHSD Board has been both enriching and enlightening, particularly in understanding the complexities of managing a school district of this size.
As the first trustee selected when we ran in our respective areas, I have focused on ensuring that we represent our community effectively by advocating for the election of individuals from within the community. My background in labor unions has equipped me with strong skills in collaboration and partnership, whether working with contractors or as a member of the International Brotherhood of Electrical Workers (IBEW) Local 569.
In my previous role as a principal officer, I was responsible for overseeing trust funds, health and welfare programs, and apprenticeship initiatives. This six-year experience has provided me with a robust foundation that I have brought to my work at SUHSD, allowing me to contribute meaningfully to our mission of serving students and families.
Most proud moments.
As someone married to an educator who has served as a principal and administrator in the National City School District, I have gained valuable insights from my wife’s experiences at Palmer Way Elementary. Her perspective has been instrumental in shaping my understanding of the educational landscape.
I am proud to be part of the efforts to navigate the financial challenges we faced, which carry a tremendous responsibility for our students and employees. The past few years have been tough, especially in the wake of COVID-19, but I am grateful that we have persevered. Many of our students require additional support, and I remain dedicated to advocating for the whole student, ensuring that their needs are met both academically and emotionally.
I am particularly proud of our efforts to shine a light on apprenticeships within our district. Recognizing the immense value they offer, we have seen a significant interest from students in pursuing Career and Technical Education (CTE) pathways. With strong support from the entire board and the superintendent, we have invested considerable resources into these programs. This commitment has allowed us to establish meaningful partnerships with trade organizations, facilitating job fairs andclassroom visits that directly connect students with potential career opportunities.
At Castle Park High (CPH), the collaboration and support from the community and our students have been remarkable. I am thrilled to witness the progress we are making—not only in enhancing the athletic fields but also in the development of the two-story building and the courtyard remodel. These projects will create beautiful spaces for our students, and I eagerly anticipate the upcoming ribbon-cutting ceremony. It is gratifying to see students from our community benefiting from first-class facilities, as I believe that an exceptional athletic field serves as an extension of the classroom.
Additionally, I want to highlight the importance of our resolution supporting students regarding immigration issues. This initiative, discussed in the boardroom, is a vital step in ensuring that all students feel safe, supported, and valued within our educational environment. I am dedicated to advocating for every student’s rights and well-being as we move forward.
Living in the community and engaging with students has reinforced my goal of positioning the district for success. I believe in the importance of listening to diverse perspectives and collaborating to achieve our objectives.
Overall Experience
My overall experience in public education has been truly inspiring. I am continually amazed by the dedication of individuals who have devoted their lives to this honorable profession. The majority of our staff in SUHSD and other districts are genuinely committed to the well-being of our students. The talent and passion for student outcomes among our educators are remarkable, especially in an ever-changing world.
Advice to incoming Board Members.
To incoming board members, my advice is to do your homework before board meetings. It’s important to come prepared, ask clarifying questions in advance, and fully engage with the material. I wish Rudy the best in his new role.
It is crucial for the board to operate as a cohesive team. While we may not always agree, maintaining respect for one another is essential. I have been fortunate to witness the impact of our phenomenal student trustees, and I take pride in seeing where they are now as they continue to contribute to our community.
Engaging with the community has been a priority for us, and we have explored various avenues to involve parents and families. However, this remains a challenge in any organization. We are continuously seeking innovative ways to communicate effectively with our students and their families to ensure they have the information they need.
New Assignment
As I transition to my new assignment as a trustee for Southwestern Community College District (SWCC) District 3, I am excited about the strong ties I have with the area I represented in SUHSD. The formation of the early middle college and dual enrollment programs is particularly important for our students and their families. I am committed to continuing support and exploring new ways to strengthen our partnerships with SUHSD and the surrounding community. Having witnessed the growth and development at the middle and high school levels, I look forward to my role as a junior college trustee and the learning opportunities that await. Together, we will continue to build upon our efforts within both SUHSD and SWCC.
When I reflect on how I would like to be remembered, I hope to be seen as someone who was easily accessible and genuinely available to the community. I strive to take feedback to heart and work collaboratively to resolve issues. My goal has always been to leave the district in a better place than when I first arrived.
