

NOTICE OF PUBLIC HEARING OF THE SWEETWATER UNION HIGH SCHOOL DISTRICT
PRELIMINARY PROPOSED 2025-2026 BUDGET
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Sweetwater Union High School District
at its Regular Meeting to be held on June 9, 2025, will conduct a Public Hearing to consider
comments and recommendations regarding the Preliminary Proposed Budget for the 2025-2026
school year.
The Public Hearing of the District will be held on June 9, 2025, and will begin at 6:00 PM or as soon
thereafter as practicable, in the Board Room at the district office located at 1130 Fifth Avenue,
Chula Vista, California. This matter will be considered at such time as the agenda item is considered
by the Board of Trustees of the District. Members of the public may attend the meeting in-person
to address the board or may view the meeting online via the district’s YouTube page. For questions

This year marks a significant milestone for one of our esteemed educators in the Sweetwater District, who is celebrating 33 years of service and has been honored as the 2025 Counselor of the Year. Araceli Loya, beginning her career at Southwest High School in 1992, she has dedicated a decade to supporting students there before transitioning to the Castle Park High Learning Center for a year. In 2003, she had the honor of being part of the founding counseling team at Otay Ranch High School, where her commitment to student success flourished.
In 2007, she joined the Olympian High School team during its second year of operation and has continued to make a profound impact on the lives of students ever since. Her passion for her work has not gone unnoticed; in 2016, she was awarded the prestigious SDSU Frank Jonasson Endowment Counselor of the Year award in recognition of her exceptional service to students navigating the college admissions process.
Principal Mitrovich praises her as a “gem” to both Olympian High students and staff, highlighting the invaluable role she plays in the school community. She firmly believes in the power of making a difference in someone’s life and remains dedicated to her mission of supporting students every day.

Public Notice
Provisions of the California Government Code requires that public school employers and exclusive
representatives present their initial proposals which relate to matters within the scope of representation at a
public meeting of this public school employer prior to commencing negotiations. The District commenced
successor bargaining on May 30, 2024, with the Sweetwater Counselor and Guidance
Association/CTA/NEA related to wages, hours, and working conditions, as called for under the successor
agreement.
California Government Code Section 3547(d) requires that when a previously unnoticed article is presented,
public notice must be given within twenty-four (24) hours of the article’s introduction.
Pursuant to said Code provision, the District hereby provides notice that the association intends to discuss
at their February 11, 2025 bargaining meeting, the following Article that was previously not sunshined or
noticed in the successor agreement language: Article 7 (Transfer Policy) to modify and update language to
match that of other proposals.
The meeting will be held at the SCTU Offices, 1061 Tierra Del Rey, Ste 100, Chula Vista, CA, from 9:00
am to 12:00 p.m.
